Voltage regulator was the problem. I found a broken wire on the back of it and decided to try twisting it together. Worked great! Charging like it should now.

Thanks Rusty! It’s nice to fix things. I like that. To much now people say “it’s just a thing, buy another thing” that creates a lot of unnecessary waste and why buy a new one when you can fix it? A lot more fun to fix it

Yep, those are by far not the worst I have seen around here.  That’s why I said score, most of the vws around here have been hoarded and stored outside to return to earth, and if you ask they are not for sale because they are going to restore them one day.
